On the 1st February 2014, at 12:08PM GMT the Lord of Clyro, His Lordship Richard I, by the Grace of God, Lord of Mercia, appointed the Cabinet of the Mercian Parliament House, to assist the incumbent First Minister, Duke Joseph Kennedy, in the running of the Region of Clyro and all other territories of the Kingdoms and Lands Represented in the Council of the Diarchal Crowns of the Disciples.
His Lordship’s decree went as follows:
I will now appoint the Cabinet of the Mercian Parliament House, which is to assist Duke Kennedy in his role as First Minister.
Minister Baron Simpson is to be appointed Minister of Foreign Affairs.
It is the duty of the Minister of Foreign Affairs to oversee contacts with foreign nations. It is also the duty of the Foreign Affairs Minister to oversee important relations with the Wuertige Empire and it’s Autonomous Member States. The Minister of Foreign Affairs is responsible for discussing the the Parliament the introduction of new nations into a state of foreign affairs, as well as retracting nations from such an agreement.
I, His Lordship Richard I, by the Grace of God, Lord of Mercia am to be appointed Minister of Transport & Communications.
It is the duty of the Minister of Transport & Communications to oversee the maintenance and rulings of the Clyran Roadways and it’s associated codes of conduct. The Minister of Transport & Communications should also oversee the Post Office of Clyro in Great Britain (POCGB) and ensure that there are stable rooms of communication online for Clyran citizens.
Minister Marquis Cassidy is to be appointed Minister of the Interior.
It is the duty of the Minister of the Interior to oversee the citizenship applications of Clyro and the Lurkish Kraj. This duty also includes discussing with the Mercian Parliament to matter of exiling citizens, or extraditing citizens. The Minister of the Interior also must oversee the actions of the Clyran Constabulary Service, and it’s collaboration as a subdivision of the Clyro Defence Force (Clyro Verdijen Takma (CVT)). Also part of the Minister of the Interior’s remit is to oversee Environmental policy and Cultural representation within Clyro and the Lurkish Kraj.
Minister Duke Lobao is to be appointed Minister of Defence.
It is the duty of the Minister of Defence to oversee the actions of the Clyro Defence Force (CVT), and it’s collaboration with the Clyran Constabulary Service. Also, it is the duty of the Minister of Defence to oversee the Aerospace Office of Clyro (AOC).
I, His Lordship Richard I, by the Grace of God, Lord of Mercia am to be appointed the Synod Representative.
It is the duty of the Synod Representative to relay all decisions by the Synod of the Mercian Protestant Lay Church that could potentially affect the political standing of the nation to the Mercian Parliament, where the decisions will be accommodated or condemned respectively.
Other Ministers will still have their positions in the Mercian Parliament, but they will not be involved in Cabinet activities.
His Lordship took two positions, both of which he believed he would best represent in the interest of the nation. Other Ministers were appointed by account of their skills Micronationally.
Later, at 7:53PM GMT, Lord Richard I called the Mercian Parliament House into it’s first meeting. Of the ten Ministers of the Parliament (of which the Lord of Clyro is one), six were present (those being the Lord of Clyro, the First Minister, the Minister of Foreign Affairs, the Minister of Defence, and two other Ministers).
The Parliament meeting, which was adjourned finally at 10:25PM GMT, was unfortunately plagued by communications difficulties on the part of the Lord of Clyro, who had to leave the meeting in the hands of the First Minister for an hour and thirty five minutes, during which there was little progress besides general agreement on the adoption of a new National Anthem. When His Lordship returned at 10:13PM GMT, voting was undertaken, and at 10:17PM GMT, an edited version of the Anglican hymn ‘Jerusalem’ was adopted as the National Anthem of Mercia, with all references to ‘England’ in the hymn’s lyrics being replaced with ‘Mercia’.
In other news, the Quorum of the Grand Unified Micronational gathered on the 2nd February 2014 to pass the first sixteen articles of the forty-four article long Provisional Charter of the Grand Unified Micronational. An extraordinary Quorum has been called for by incumbent Chairman, Ciprian of Juclandia, for February 3rd. Articles 1, 4, 11, 13 and 16 required minor amendments before being passed in Quorum, but Article 15, regarding the powers of the Chairman, provoked serious debate and a lengthy amendment process to finally decide on an Article that would not give the Chair potentially dangerous powers. Article 15 required three motions before it was passed.
